An assessment of the barriers and opportunities for the participation of women enterprises in public procurement in Uganda – special focus on Gulu and Moroto districts

The main objective of the assignment was to assess and evaluate URSB’s current and future resources, and operational effectiveness (in line with international best practices) to host chattels securities registry in Uganda. The assignment also involved a Review, assessment and evaluation of the current capacity of URSB with regard to the below mentioned aspects of the registry, in line with international best practices

Development of a framework for mainstreaming gender in teacher education in Uganda funded by UNESCO and implemented by Ministry of Education And Sports

The assignment was to develop a framework and guidelines for integrating gender issues into teacher education institutions in Uganda. Specifically, it reviewed relevant policy documents and literature review on mainstreaming gender in education including the findings of the rapid assessment on Gender awareness in Primary teacher training colleges; conducted a comprehensive review and assessment of the current strategies in Uganda that have been adopted to integrate gender into teacher education institutions in selected countries; developed a national framework and guidelines for integrating gender issues into teacher education institutions for Uganda; and validated the framework with the selected stakeholders.

Evaluation of the SWEDISH funded collaborative PhD Collaborative Programme involving five public universities in Uganda

The purpose of the review is to assess progress and make realistic recommendations, regarding outputs (e.g. Trained PhD’s etc.), outcomes, (e.g. use of research results etc) and other internal management control systems. The review will thus provide information regarding the effectiveness, relevance, sustainability and efficiency of the research cooperation. The review shall provide an independent view on the bilateral research support to five Ugandan public universities.

Evaluation of the Pilot Voter Education project for the Democratic Governance Facility implemented by 10 partners

The purpose of this evaluation is to establish the extent to which capacity of DGF implementing partners (IPs) and selected community representatives to deliver civic education using the different approach and method of the civic education to both adult and young people in informal and formal set ups has been successful and provides a viable model for the future. The evaluation will also establish the effectiveness of the “classic” IP driven CE compared to the pilot project approach to deliver civic education in the selected areas, alongside unselected areas in the same localities that never benefited from the program

Evaluation of performance of 30 Public Sector Organisations on behalf of the Government of Uganda under the support of DFID

The rapid assessment among others established best practice for rapid assessment of PSOs and produced a set of guidelines, best practices and checklist for the government to carry out rapid assessments in the future across a wide range of other PSOs. It identified lessons from the rationale of their establishment, their management, capacity and financing strategies, and provided recommendations on the form and function of PSOs in the future. The assessment brought suggestions for improvement to the attention of SAPI implementers; determined the value and worth of the SAPI interventions; and described the quality and effectiveness of the SAPI by documenting impact.
