The assignment aimed at improving performance, during implementation phase of the SAPI’s (Semi-Autonomous Public Institutions) components. In addition, the evaluation was to review the dynamics of the implementing organizations, their policy instruments, their service delivery mechanisms, their management practices and the linkages among these.
