The assignment involved the review of the legal and institutional framework of the Uganda National Council for Disabled Persons of Uganda, the strategic plan and developing a Council Charter/Terms of reference for the Council and Its committees. The assignment also involved developing a risk register for the Council based on a review of the Auditor General’s Findings. The task involved the undertaking of Board/Council training.

The objective of the assignment was to undertake a situational assessment, review the constitutive documents like the PACT and develop key governance documents including the Finance Rules and Regulations, the Human Resource Rules and Regulations and the Procurement Rules and Regulations. The ICGRL is comprised of 12 member states of the great lakes region and has its headquarters in Burundi. The assignment involved the development of a Job Specification for all senior positions of ICGLR.

The purpose of the assignment is to undertake a Mid-term review of the APHRC’s strategic plan (2022-2026). The assignment involves engaging the Board of the APHRC, the Senior Leadership Team, Middle level management, staff, development partners like World Bank, IDRC, SIDA, Ford Foundation etc and other research institutions like Universities, Governments of Kenya. The assignment covered both the Headquarters based in Nairobi and the West African Regional office based in Senegal.

PAN-AFRICAN PARLIAIMENT (JOHANSBURG-SOUTH AFRICA)

Objectives of the Assignment

The objective of the assignment is to review the ended strategic plan, engage with key stakeholders, conduct a situational assessment of the legislative framework in Africa and beyond, develop a robust high-level strategic plan that would transition PAP from an advisory parliament to a legislative institution as envisaged by the founding documents. The assignment involves interacting with President of PAP, 10 Standing Committees of the PAP, the Members of the PAP, Clerk and technical staff as well as development partner and other stakeholders to synthesise views on the kind of strategies to be undertaken in the next five years.
