Conducting an Evaluation of Public Sector Organizations in Uganda under the Office of the Prime Minister

The evaluation is aimed at improving performance, during implementation phase of the SAPI’s (Semi-Autonomous Public Institutions) components and to review the dynamics of the implementing organizations, their policy instruments, their service delivery mechanisms, their management practices and the linkages among these. The evaluation will also identify lessons from the rationale of their establishment, their management, capacity and financing strategies, and provide recommendations on the form and function of PSOs in the future. The evaluation will bring suggestions for improvement to the attention of SAPI implementers; determine the value and worth of the SAPI interventions; and to describe the quality and effectiveness of the SAPI by documenting impact.

Formative And Process Evaluation of Uganda’s Local Government Sector

The purpose of this assignment was to conduct a process or formative evaluation in the area of decentralisation policy specifically targeting the three dimensions-political, administrative and fiscal decentralization. The assessment focused on both the implementation process/approach of the decentralisation policy, adherence to the programme design and outcomes of key project inputs and activities, and also assessed progress towards learning and accountability. The evaluation reviewed the policy’s relevance, efficiency, effectiveness, and sustainability and identified challenges faced and key learning, as well as recommendations.
